Ability to verify against multiple locations #411

At the moment, verification restrictions can be applied by location, but only a 
single location picked from a single type of locations (e.g. vice counties, but 
not modern counties). 

Update the Easy Login module to support picking multiple locations from a 
configurable list of location types. 

Update the verification page to support multiple locations in the filter for 
the records to show.

This is implemented via the new support for using a filter to define 
verification permissions.

Have re-opened this for two reasons:
1. Filters can only be setup for single geographic areas (i.e. single VC) so 
need to be extended to allow multiple areas.
2. In crome there is a bug in the filters setup screen for 'where'.  The map 
partly obscures the screen and submit button (see attached screenshot)

Have changed to medium priority.  This requirement remains:
1. Filters can only be setup for single geographic areas (i.e. single VC) so 
need to be extended to allow multiple areas.
