Image folder separated into 'verified' vs other #538

Rather than all images stored in one folder, suggest that sub-folders are used 
for verified (and potentially other record statuses) so that only this folder 
is indexed by search engines.  This has the benefits of:
1. preventing inappropriate images being uploaded to the site and searchable
2. only verified images are searchable, increasing the reliability of images 
searchable from Indicia warehouse.

This requirement has arisen from recent discussions with NatureSpot

I'd estimated this is about 4 days work, as we need to handle the initial 
reorganisation of images as well as moving them around as the record status 
changes. I included keeping separate folders for each record state (pending, 
verified, rejected, queried) so you can have different search indexing settings 
as required.
