If a dynamic layer is the last layer used (remembered by cookie), then when the form is re-visited, the dynamic layer is moved to the top of the layer list in the OL layer switcher control regardless of the order specified in the form configuration - or basemap_override. This won't be a problem most of the time since in iRecord we use basemap_override and the dynamic layer specified there is at the top, but it might cause confusion in other sites.
