Group Members Need to Add Blog Posts/Events to Local Groups #63

It was my understanding that Group Members, and not only Group Leaders, have the ability to create basic content in their Local Groups. Please adjust so that Group Members have these permissions.

However, when I was working with a group member, Margaret Bradbury (margaret.bradbury@ indivisiblenewrochelle.org), I saw that she was not able to create content as a Group Member. And then I tried again using a Test Member account I set up.

@imlindaryan -- Please take a look at this. It was my understanding that Group Members can create basic content (blog posts) in the Local and Topic groups. Is that your understanding too?

Also, we'll need to prioritize. The workaround I'm using for the New Rochelle group is to make all members Group Leaders. But that's a temporary solution, and only feasible now because we're just getting going and it's pretty much just Group Leaders working on it.
