Match Info Popover Component to Wireframes

Using the wireframe, begin to block out the info popover.

Requirements

• [x] Animation : Simple alpha fade-in/fade-out for now. Scroll the entire contents of the popover into view.
• [x] Presenting : Clicking on or sufficiently near the gray ? will display the popover.
• [x] Dismissing : Pressing anywhere once the popover is presented (including another ?) will dismiss the popover

Other Notes

This is a common component that will be used across the application.

The content of the info component will be static text for now.
