Map Interaction design needed #57

From Invision comments: Tapping states (when one of the senators is uncommitted and when both are; parallels for the House). Using the zoom bar (including for the states now shown in circles) I wouldn't mind other map navigation actions defined as well (e.g. do we need to support pinch/zoom/scroll-wheel, do we drag on the map to move around on it when it's zoomed in, etc)

Design still needed: this map for the House https://upload.wikimedia.org/wikipedia/commons/2/24/US_Congressional_districts.svg will need to see how that will work since they're so small.

How does it look when the map is all uncommitted? no uncommitted? (the extremes)
