Match Search List to Wireframes

Using the wireframe, begin to block out the top search list.

Requirements

• [ ] Back arrow : button : Clicking dismisses the search menu.
• [ ] Search field : text field : updating the text implements a search query.
• [ ] Search results area : clickable rows : shows matching legislators or issues.
• [ ] Search results row : clickable row : clicking redirects to /issues/:id or /legislators/:id
• [ ] Animation: Slide in and out on display/dismissal.

Other Notes

This is a common component that will be used across the application, might need to be implemented alongside issue #3

Placeholder data can be used if the search backend hasn't been implemented yet.
