Adding Zoom Behavior to Map Components #67

For resolving the first half of issue #51 , Deprecating MapSVG for MapD3
- removing SVGMapArea class entirely
- adding common mappings for FIPS to State
- d3 loads the map from raw github content, and zooms the map as well

Still left to do:

Add buttons for zoom in / zoom out / zoom reset
Popups or toasts for selecting districts or states (onclick behavior is already begun, need designs for how to present them)
Using an official source for the topographical JSON data (right now I'm using my personal github page, would be a great first issue for those interested in backend)

Will make other github issues for those items.

@thekevinscott I'm going to make a executive call and merge this in now. Please feel free to review this code anyway and if anything sticks out at you please tell me and we can handle it in a fix branch.
