Change Gitlab CI to GitHub actions

What does this MR do?

Migrated the CI pipeline configuration from GitLab CI to GitHub Actions.

Acceptance criteria met

• The CI pipeline successfully runs on GitHub Actions and produces the same results as the previous GitLab CI pipeline.
