actions (at least othe SKOS tree) do not react to a FAIL reply #75

What steps will reproduce the problem?
1. create a concept A
2. create a concept B as narrower of A
3. try to delete A

What is the expected output? What do you see instead?

you should get an alert telling it is not possible because A has narrower 
concepts (the msg is in the fail response)

nothing happens: the fail reply is not being processed
