High Speed I/O Changes causes block to engage #15

In very high speed and unlikely situations when the SMEMA toggles, the block can engage and event triggered when the block is lached open.

May have been a threading issue and a double call from the I/O event. Code areas have been protected to double change the state has been changed and are not duplicates.
