Addresses the following collection of fixes discussed on 9/20/2023:

• make the text on the dashboard background the navy from the header and footer
• search bar - automatically select the top result so users can press enter and go to that entity page
• keep the time slicer axis between 0 and 100
• turn link on homepage into a button
• remove "New" from screencast
• Add new Advocacy Assembly link ("New Shutdown Academy course: https://advocacyassembly.org/en/courses/67")
• Show alert bands by default in advanced mode
