Network access administration interface. #209

WIFI administration interface. Just some simple front-end for selecting what users / groups should have access to what networks.

May be relevant to 802.1X authentication for wired ethernet as well.

Implemented back-end for getting the network access for users, groups and teams. Still need to implement API calls for assigning user, groups and teams to networks.

We also aims to use RADIUS to authenticate users for Tech stuff like servers and switches.
