Pull Request description

This request fixes compatibility issues with BlockSniper and closes #48. This is accomplished by changing the FormID range to start at 10100 instead of 3200.

Yes. 2 Tests were performed. One in a development environment on a Windows 10 machine, the other on a live environment running Ubuntu 16.04.
