From what I've seen, the AI just skips all civics that include Tier 2 governments, which appears to be the main reason for this problem.

You can skip all Tier 2 government civics as far as I know. Divine Right, Reformed Church and Exploration can all be skipped. Originally I was talking only about Tier 2 governments, but the AI also often skips the Tier 3 government civics as they can be skipped, too. But generally the AI is pretty consistent at upgrading to a Tier 3 government. It's just the Tier 2 governments that they rarely get.
Oh I see... I play with one of my mods, Real Tech Tree, and those civics cannot be skipped then. AI in my games always chooses some Tier II gov. Maybe because it has to go through them...

I've always found it to be unbearably stupid for the AI to be in the modern era and yet for it be using "Classic Republic" or something dumb like that haha.

Some will use monarchy or theocracy, but many won't upgrade, and I don't even remember if I've ever seen a merchant republic.
