Misvisende hjelpetekst om bruk av dct:spatial #496

Beskrivelsen av dct:spatial bør svare ut 1) når skal EUs Authority list benyttes? 2) når skal Geonames benyttes? 3)Hvordan skal vokabularene brukes? 4) Kan andre vokabular benyttes i tillegg? (feks kartverket). Henger sammen med #446

GeoNames (GeoNames er obligatorisk i DCAT-AP v.2.0.0 som BRegDCAT-AP er basert på)

er feil. Dette gjelder kun når EUs Authority list ikke dekker behovet

BRregDCAT refererer til GeoDCAT-AP, som har identisk beskrivelse som DCAT-AP: 

The continents, countries and places Named Authority Lists operated by the Metadata Registry of the Publications Office of the EU[MDR-CONT, MDR-COUNTRIES, MDR-PLACES].

http://publications.europa.eu/mdr/authority/place/
http://publications.europa.eu/mdr/authority/country/
The geonames URI sets[GEONAMES]. http://www.geonames.org/

The MDR Name Authority Lists must be used for continents, countries and places that are in those lists; if a particular location is not in one of the mentioned Named Authority Lists, Geonames URIs must be used.

Vi har også bruk https://data.geonorge.no/ til dette formålet. Dette er ei bedre løysing enn EUs vok. og GeoNames
