It possible to add a cell at the very top of a notebook where its title bar is above the notebook area. Once done it's impossible to move or even delete the cell as you can't access its title bar.
Probably the simplest option is to automatically re-position the cell when it's added so that it does not have negative coordinates, but expanding the notebook upwards might also be a solution.
