Update the ChemAxon license file #133

It's expired so we need a new one

The license is updated and saved in encrypted/chemaxon/license.cxl.gpg using GPG as described in the associated README. To deploy this we need to adjust the squonk-ansible repo to add a config map and attach the file to the running ChemServices container.

Changes have been committed and are available in 0.4.0-rc.6
