When checking out the vocabularies I came across vann:usageNote with the object being a literal (string). However, vann:usageNote extends rdfs:seeAlso, which is a reference to a resource.
Just like DCAT (see discussion here: https://github.com/w3c/dxwg/issues/233 and pull request here: https://github.com/w3c/dxwg/pull/236/files), I would propose to resolve this problem by using skos:scopeNote instead.
