As the intent is to constrain to either PUBLIC or NOT-PUBLIC, it would be better to validate that the uri is on of both values. http://publications.europa.eu/resource/authority/access-right/PUBLIC or http://publications.europa.eu/resource/authority/access-right/NON_PUBLIC
