Consent.isContingentOn association is missing #44

The association Consent.isContingentOn is visible on the UML class diagram but is missing in the specification. Plausible reasons: the association has no external uri (= no uri-tag) and there is no alternative package-tag to tell the toolchain which package is going to privide the baseURI necessary to form the associations uri.

REMARK: in the remapped version these relations are not present as DPV has another solutiuon for this. See the modelling report mentioned in issue https://github.com/Informatievlaanderen/OSLOthema-consent/issues/46 for more detail.
