Mongock migration to server V1 does not work #723

Describe the bug The migration no longer works. Identified problems:

We migrate to a new way of configuration. Mongock looks at the yaml config for some updates
Eventstreams/Views etc. can be created on an old server using application.yml, somehow migrating to server V1 should fill the new eventstream/view tables.

To Reproduce Steps to reproduce the behavior: Based on https://github.com/Informatievlaanderen/VSDS-LDES-E2E-testing/tree/main/tests/022.server-upgrade-with-ldio

Expected behavior A clear upgrade path
