Allow adding build flags through metadata window #106

Right now the metadata window only allows the adding of the controlName and the tags. I'd like to be able to specify that a topic should only be included in a certain project, ex. WPF.

This is related to a bug (#226772) I logged in TFS and assumes that this field in the metadata is used.

Closing this as we discussed using the table of contents to get this information rather than having it in the topic
