[PH-2] Custom image builder slow issue

Result

• UI will not be updated even if the custom image is built and pushed to the configured image registry.
• The user cannot use the newly built custom image until the controller detects the image-building task is completed which delays severely.
• Solve the slow build issue when the user triggers a build for a custom image.
• After the image is built and pushed to the configured image registry, the UI should show build complete and let the user use the newly built image according to the group setting.
