Fix configured #9

Fixes a weird bug where $configured() was called.

Also restores the config.php back to empty strings.

Also here: I agree with CONTRIBUTING.md re the licensing (I didn't actually add anything, but hey)

Good catch.

Those lines will have your name on them in git though, just being overly cautious about licensing, but still.
