Support for summarising the resource-savings made by executing power-management #49

It would be good if the application could produce a machine-readable periodic summary of the amount of resource-time saved by powering off VMs etc (perhaps weekly). When combined with pricing information (and discounts etc) this would enable a report of the $ savings from this process.

(It feels incorrect for this tool to attempt to calculate $ savings, as this relies on rather complex calculations involving pricing, enterprise-discounts, committed-use discounts, etc. Other existing tools (eg cloudability, or cloud-native billing reporting) would be able to calculate that.

Maybe send summary (CSV?) or log "somewhere" for ingestion into Klik etc
