This PR is primarily to enhance Player modularity and clarity.

LocalPlayer --> Player
- The player could be the local one, or a client. General name is for clarity.
Player properties handled with C#'s simplified getters/setters for easy reading.
Player class now has access to level and skill properties, and it has a method to modify a skill's level.
SpellTypes added to Enums.
Modding devs can perform an action after a player levels up.

PR includes my project in which I'll (hopefully) be building out and testing Arcade Arena changes. I can remove this from the PR if desirable.
