Amend #46 with the changes to the navigation hover-section. #47

Changed the upper navigation header to include the US Fall 2019 summit. Amends @maxcapraro's PR #46.

Good changes :) One thing, I wonder though: With the external links, do we need events to be a drop down? Or should it rather just point to the internal (= on isc.org) events page?

I like having both the drop down and the page link itself. it sort-of follows the same pattern as the resources page/dropdown
