Hi, This is just an initial content with a set of necessary files. Please review provide comments if needed. You can see what it looks like just by navigating to the branch in GitHub. FYI. I've mentioned info@innersourcecommons.org in the CODE-OF-CONDUCT.md (please check if this is ok).

Once approved we can start adding an actual content.

FYI I changed the settings on the repo to automatically delete branches once they got merged.
