Complete information about local communities #54

Add as much information as possible to the existing local communities. Countries are alphabetically ordered and information is structured in the same way across the several countries.

Just a question : is it true that French local community had started in 2021? (I though it was end of 2022 / beginning of 2023)

@tfroment the starting dates were based on the first traces I've found in any of the different languages. Specifically, in the case of the French group, this is based on the first traces of the French translations. This is consistent across several groups.

If any of you prefer to use another starting date, please feel free to suggest a new one :).
