This pull request adds new documentation and sections to improve the InnerSource strategy and configuration for GitHub and GitLab. The most important changes include adding new sections to tooling/github-configuration.md that explain how to configure GitHub for InnerSource, adding documentation for implementing InnerSource with GitHub and GitLab, and adding a new document for GitLab InnerSource Configuration.

Main documentation changes:

• tooling/github-configuration.md: Added new sections that explain how to configure GitHub for InnerSource, including layering source control management configurations, configuring repository permissions, enabling sharing, and providing recommendations for enabling server statistics. [1] [2]10)
• tooling/innersource-tooling.md: Added documentation for implementing InnerSource with GitHub and a table of contents.
• tooling/gitlab-configuration.md: Added a new document for GitLab InnerSource Configuration.

Additional documentation changes:

• SUMMARY.md: Added a new section for tooling in SUMMARY.md with links to GitHub and GitLab strategies and configurations, as well as authors and reviewers.
• tooling/gitlab-strategy.md: Added a new document for GitLab InnerSource Strategies.
• tooling/authors.md: Added authors and reviewers with affiliations to the tooling section in tooling/authors.md.
• tooling/github-strategy.md: Added a new section to tooling/github-strategy.md titled "GitHub InnerSource Strategies" which discusses the balance between security and collaboration in InnerSource projects, provides a table with two perspectives, and adds sections on project difficulty and repository access guidelines.
