Sample runs for scenario calibration #71

(Just a reminder for me)

Idea was to:

  1. Create a scenario
  2. Take a representative sample of the scenario's population
  3. Calibrate the sample population

Then, hopefully the parameters we get from the calibrated & relaxed sample applies to the full population.

currently random sample but seems to work fine...
