Not getting video during the 1st call #537

First time, there is no audio and video. Starting from the 2nd time a call is made there is audio and video. What could be the issue? I am using OpenSIPS.

I am getting the ringtone in another instance. In that instance also, during the 1st call, there is no audio and video.
