Expand on tail transformations and -actions #262

Much like penises, allow for more customisation of tails—length, thickness and modifiers like "prehensile". Actually can't think of many more modifiers than that that wouldn't break the look of certain tails. Can't imagine a ribbed or tentacled dog's tail, but that could be left to other people's imagination.

Consequently, availability of tail sex actions could be linked to prehensility and length. So a 1 metre prehensile wolf tail would be able to be used during 69ing while a 20 cm cat tail would not. Required length could also be dependant on total character height. Roughly 40% of height and it should be usable on any position. A thought I had for hair as well; right now, 140 cm hair on a 122 cm character is considered just as "incredibly long" as it is on a 366 cm character.

I've been working on a related concept for prehensile penises. Rather than simply being descriptive, a prehensile penis should be able to be used very similarly to how a prehensile tail already can be, but it doesn't make sense that you can, for example, use your 1-incher on yourself pretty much at all. Relatedly, if you are 4 feet tall, you don't need as much length to be able to fellate yourself without contortion as you would need if you're 7 feet tall, due to different body proportions.

So, the primary concerns with a fully-featured proportionality/reachability system are as follows:

I have my own ideas about these questions, and I'll get to work on a pull request to implement a system that handles these concerns soon. I'll probably focus first on autopaizuri and autofellatio, as these won't require too much disruption of things. When I have the pull request ready, I'll link it here for tracking, because it shouldn't take much after the game system is in place to get tails ready to fully use it.

A lot of work has been done recently on tails in dev builds related to this. Will need to come back to it after more work is done on the wonky tail girths I reported in #1293.
