(bot) Integrate Auth

Integrate authentication with the bot, allow a user to have a predefined set of queries (~100??) until needing to upgrade to paid tier

• [ ] Pull planetscale db into the auth decorater to perform verification
• [ ] Log # of queries to planetscale as user sends them
• [ ] DM user if they exceed their free prompt limit
