[FEAT] Add AgentsConnect as a new IdentityProvider #50

Agents Connect is the solution provided by DINUM to authenticate public agents. The documentation is here : https://github.com/france-connect/Documentation-AgentConnect/blob/main/doc-fs.md.

The extension should provide another idp with the name AgentsConnect to act as an FS for this new service.
