A new user guide

The current guide is ok but is not up to date, some several upgrades should be done:

• some updates on features availability
• we want a proper nav bar
• we need specific section for househould targets
• which include a guide to VTL (a q&d proto in french lives here)

Regarding tools, Docusaurus seems a nice option (really open-source, React components can be used (thinking VTL editor tuto here), etc.)

Docusaurus looks very good indeed!

Regarding the hosting, maybe we should consider having a dedicated repo for Pogues documentation (instead of a branch of this repo ?). Several points can be made but i think we should envision the Pogues product instead of only the front-end app.
