Enable monitoring shinyproxy via prometheus #67

shinyproxy:

depends on correct library-chart but still has its own templates for now
can be connected to prometheus using its custom ressource servicemonitor.yaml
has new default image tag 3.1.0
was tested with custom values.yaml ✅
