Research tree scrolling #44

When viewing tree view you have a few options to scroll the view, but the most obvious one (mouse wheel) is not available.

I would like the tree to be scrollable with mouse wheel.

Actually such scrolling could be applied in all scrollable panels (unit production, constructor elements, new building selection).
