Describe the bug ED heavy ships cannot equip heavy lasers or arty

To Reproduce make ship pls. or look at tech war construction menu

Expected behavior Heavy lasers and arty should be ship-mountable.

update: cannons are mountable i dont quite remember, but werent nukes also ship mountable? dont know if that was removed intentionally though

The issue was closed prematurely, as it needs to be fixed in single player as well
