Transition README to Markdown syntax.

Take advantage of the commit to:

Add the status badges.
Improve the repository overview: link to the ITK code repository and the Doxygen documentation system website, and explain that the documentation is built and deployed nightly on the current ITK. Detail that the commands allow to build the documentation locally.
Fix a typo.
