ENH: Test building the Docker image #6

Add a GitHub Actions workflow file to test building the Docker image.

Add the corresponding badge to the README file.

LGTM thanks for working on this.

In the ITK Doxygen build, the dot executable is not being found. I'm not sure if it's an issue with the installing dependencies in the docker image or an issue with the ITK configuration.

Not sure Brad. The image seems to be being built successfully, but maybe the issue you point would only be noticeable when using the image.

Feel free to merge or propose changes if necessary.
