With 2 base both making workers, sometimes workers are transferred to the 
other base and vice versa, with the worker crossing half way.

As its coded right now the WorkerManager only works with one base.

WorkerManager should work with multiple bases (no islands though), but yeah the 
code
that balances workers currently transfers them between bases way too often.
