We should integrate the HIL simulation code into trunk as a compile-time option.

Per email discussion, taking ownership of this issue. I plan to first do this 
in the MatrixPilotHIL branch, bringing it 
up to the current trunk revision (313) and then after the code review is 
accepted, promoting it to trunk.

Already merged into the Reorg branch.  Still doesn't work quite right in any 
version...

Stabilization and Waypoint modes don't seem to work right.  I wonder if the 
code to pass sensor data back to the udb doesn't work quite right?
