Description of feature/improvement request:

Detailed explanation of what it should do, when and in what situation:

Add cooldown to join/first join/leave messages to players that are constantly joining the server and avoid spamming those messages

Don't see many people using this. It would lead to what seems like random messages and I don't think many people would like that.
