Add $MINT airdrop functionality #191

Likely includes:

a mint/adminMint function on the Token faucet that allows an admin to "purchase" (mint) $MINT in return for a calculated amount of ETH
a disburseToken function on the Token faucet that allows a msg.sender to disburse an assumed ordered array of $MINT tokenAmounts to an assumed ordered array of tokenRecipients

On second thought, it probably makes more sense to have the mint function on the PerpetualMint faucet in order to make sure the token accrual & distribution algo does not conflict with the protocol fee tracking.
