Webpack v2 #190

A porting of @deviozc 's code without the dist folder included (sorry @deviozc , I haven't had time yet but I can try to cherry-pick your other commits so they're in the history).

Still not convinced the webpack hassle is worth it, so marking this as draft, but it's an option...

Hopefully https://github.com/InstituteforDiseaseModeling/covasim/pull/188 makes this no longer needed
