Migrated build automation to Docker Hub with service user @docker-idm.

[ ] Document how automated builds are triggered and other runtime updates in the GH wiki
[x] Remove .github/workflows/build.yaml
[x] Update docker-compose.yaml to pull from idmod/covasim:latest
