Installation failed due to packaging conflict with idmtools #49

This issue happens when we update plotnine to ~=0.10.0 in order to fix #50 . plotnine 0.10.0 needs packaging 21.3 while idmtools 1.6.7 requires packaging<21.0,>=20.4.

idmtools 1.6.7 requires packaging<21.0,>=20.4, but you have packaging 21.3 which is incompatible.

Open an issue on the emodpy side to upgrade to latest idmtools(1.7.1) https://github.com/InstituteforDiseaseModeling/emodpy/issues/652

fix with idmtools 1.7.1 and 1.6.7
