Change manifest.comps_id_folder from a string path to a Pathlib path.

Test_run_sims.py is failed and blocks this PR.

I updated the GHA to run unit tests with development installation. The unit tests now fail with error from the latest emod_malaria package, I may need to update our benchmark for unit tests.

IDM Antifactory server which holds the emod_malaria package is down at this moment, I will need to look at this after the server gets back.

unit test should be updated and fixed now. version is bumped to v1.2.0
